Paving a City Built on Marsh and Prairie
Asphalt paving in Baytown starts with understanding the ground. The city grew out of three oil boomtowns, Goose Creek, Pelly and East Baytown, that agreed to merge in 1947 and incorporated as one city on January 24, 1948. Much of it was built on reclaimed marsh, swamp and coastal prairie, over layers of sand and clay that run deep. The average elevation is about 23 feet, and water wraps around three sides: Galveston Bay to the south and west and Cedar Bayou to the east. That combination means slow-draining soil, frequent heavy rain and very little natural slope, which is exactly what asphalt does not like.
Housing from every decade
Baytown went from about 22,983 people in 1950 to 83,701 in the 2020 census, and the Census Bureau estimated 86,561 by mid-2025. Driveways range from mid-century ones off Texas Avenue and the old Goose Creek streets to brand-new subdivisions off Garth Road and toward I-10. Older driveways usually need a full rebuild because the base has given out after decades of rain. Newer ones mostly need sealing and crack filling to stay ahead of the sun.
Subsidence is not just history
Baytown is where the Gulf Coast learned about subsidence the hard way. Groundwater pumping dropped the Brownwood subdivision by roughly 10 to 15 feet, Hurricane Alicia finished it in 1983, and the city bought out the homes and turned the peninsula into the Baytown Nature Center. The pumping that caused it has largely stopped, but the low spots it left behind still collect water. On any Baytown job, we check grades with care and set the new surface so rain moves off it.
Industry traffic
The ExxonMobil complex, founded in 1919, Chevron Phillips at Cedar Bayou and the Cedar Crossing industrial park bring heavy trucks onto city streets and into business lots. Lots that serve contractors, shops and plant traffic need thicker sections at the entrances and truck lanes, and we price those areas separately from car parking.
Staying put
About 83.7 percent of Baytown residents lived in the same home a year earlier, and roughly 52 percent of homes are owner-occupied, so for most owners a driveway is a long-term investment. If the driveway or approach work reaches the street, we confirm the City of Baytown's current requirements before scheduling it.
Planning a Baytown project
The best months to pave are the drier stretches between spring storms and the peak of hurricane season, but in practice we pave year-round whenever the base is dry. Plan on a site visit, a written quote within a few days, and a short window of work: most single-family driveways take one to three days from tear-out to fresh asphalt, plus curing time before heavy use. If your street floods in big storms, tell us; we may raise the driveway slightly or add a swale so water from the street does not run up toward the garage.
What to Know in Baytown
- One city from three towns. Goose Creek, Pelly and East Baytown agreed to consolidate in 1947, and Baytown was incorporated on January 24, 1948.
- Heavy rain, no snow. Baytown averages 64.73 inches of precipitation over about 111 days a year, with June the wettest month at 7.08 inches, and no measurable snow.
- Brownwood and subsidence. Groundwater pumping caused the Brownwood subdivision to sink an estimated 9 to 15 feet; after Hurricane Alicia in 1983 the city bought out homes, and the land became the Baytown Nature Center.
- Long-term owners. Census QuickFacts (2020-2024) shows a 52.3% owner-occupancy rate, a $197,300 median home value and 83.7% of residents in the same house as a year earlier.

Baytown Questions
Why do so many Baytown driveways crack and rut?
Most of the city sits on slow-draining clay with very little slope, and it gets more than 60 inches of rain a year. Water that soaks into the base softens it, and traffic does the rest. A thicker compacted base and good drainage solve most of it.
Is it worth sealcoating in Baytown?
Yes, for asphalt that is still sound. Strong sun dries out the surface, and sealing every few years slows that and keeps water out of small cracks.
Do you work on driveways near Cedar Bayou or the bay?
Yes. Low-lying lots near the water need extra attention to grade and drainage, and we plan the slope around where water already goes.
How long does a driveway replacement take in Baytown?
Most single-family driveways take one to three working days, depending on size, removal and base repair. Rain can push the schedule, since we will not pave on a wet base.
Can you raise a driveway that floods from the street?
Sometimes. We can add base to lift the driveway a little and shape it so street water does not run toward the house, as long as it still ties in cleanly at the garage and road.
